Furthermore while it's not a bad idea to know of fashion trends, there is a HUGE difference between a fashion designer and a costume designer. Most theatre companies won't talk to you if you are a fashion designer.

She needs to try for some internships with professional theatre companies. While I love community theatres for what they are, they are no place to start a career. If she has a lot of experience in the theatre tell her to do an internship. If she does not, she should probably work on a degree in theatre. Nowadays, it is expected for costumers to be well versed in theatrical history, theory, design, technology and performance. It takes a lot of work making this into a career, it'll take a lot more than talent.

MarciM, I would suggest she contact local theatre groups and fashion sets. Much of those jobs take place behind the scenes, she may even want to attend fashion shows or head out to Hollywood where the glamour and glitz is all in one place! Best of luck.
